Summary:
CGIAM has been awarded a two-years (2016-2018) technical assistance project funded by the European Commission – DG Cooperation and the Turkish Central Finance and Contracts Unit (CFCU).

The project has been proposed by an international partnership led by NIRAS IC Sp. z o. o. with the cooperation of CGIAM, AGRIN Co. Ltd. (TR), Emergency Service College/Crisis Management Centre Finland (FI) and Institute of Meteorology and Water Management National Research Institute (IMGW-PIB) (PL).

purpose of this project is strengthening AFAD’s institutional capacity and improving its disaster and emergency management system. In fact, the objectives in this Project are twofold addressing respectively the organisational and management aspects related with the institutional capacity building and the operation issues of the disaster risk reduction and emergency management cycle. A particular attention shall be given to the Civil Society Organisation involvement within the disaster risk reduction and emergency management.

Specific objectives are:

• strengthening the institutional capacity of AFAD and another relevant authorities;
• improving disaster and emergency management system;
• increasing cooperation among key stakeholders active in Turkey;
• increasing institutional awareness on the disaster management and emergency issues and organising communication and visibility actions.

CGIAM will be responsible for the management of external expertise with competence in capacity building, training in disaster and emergency management, communication and publicity, indicatively in the following areas:

• D&EM Cycle, System and Components
• International Actors of D&EM Cycle
• Climate Change
• Hyogo and Post-Hyogo Processes
• Internal Control
• Risk Management (including expertise in planning for disaster risk reduction and recovery expertise)
• CBRB
• SEVESO Directive and Technological Disasters
• Civil Protection Mechanism
• Search and Rescue
• Standardization
• Monitoring and Evaluation
• Communication / Awareness Raising / Media.
